Assumptions: "Sidewalk/curb/bike count" means the number of sides/segments (1–2). "Traffic lanes" means the number of travel lanes affected (1–5). Minimums are applied per category whenever the count/lanes > 0, before multiplying by count/lanes. Markup is applied to the subtotal; expeditor is a flat add-on and is not marked up.
